Lawyer New Jersey Requires Election for VLTs - 2003-03-21
The New Jersey Constitution specifically requires a vote on any new sort of gambling, thus barring the state from implementing video-lottery terminals at racetracks without voter approval.

That's the view of Herbert Stern, big-shot lawyer for the Atlantic City casinos' trade group, the Casino Association of New Jersey.
