Foster has mixed legacy - 2004-01-03
Gov. Mike Foster will conclude two scandal-free terms Jan. 12, leaving an eight-year legacy of clean government and better funding and attention to public schools but will likely be remembered for failing to address major problems in health care and missing key economic development opportunities.

But critics point out that Foster was slow to realize that economic development was about more than just improving public schools and that he called himself anti-gambling while expanding gambling in Louisiana.
