State gambling regulators on Thursday revealed seven wide-ranging proposals for Illinois' last obtainable casino license, with proposals for Rosemont, Waukegan and DesPlaines leading the pack.

Owners of Elgin's Grand Victoria riverboat bid only $20 million to placed a second Grand Victoria in Summit, but their plan would permit the state to divide up the casino's profits.
